<P>&nbsp;<FONT face=Arial size=2>Land assets include productive soils, unique landforms and landscapes, productive materials such as sand, gravel, rock and clay, minerals and energy resources including coal, gas and petroleum.&nbsp;Gippsland is particularly rich in land assets.&nbsp;<BR></FONT><FONT face=Arial size=2><BR>As a result, the region is a major exporter of products vital other parts of the state including, electricity, oil, gas, and food.&nbsp;The production of electricity and gas benefits Gippsland in economic and social terms, but the environmental costs are high.&nbsp;Gippsland’s assets are exported in the form of available electricity and gas, but the impacts of open cut mining, dewatering, and coal burning stay in the region.&nbsp;<BR>Seventy one percent of all electricity, gas & water output and 59% of all Manufacturing output, are exported to other areas.&nbsp;The current economic structures ensure that the cost of producing electricity and manufactured goods are met, but the “true cost” of these products, taking into account the environmental impacts of air quality, resource depletion, water quality and subsidence are not all accounted for.</FONT></P></TD></TR></TBODY></TABLE></P></FONT></B>

The strategy was developed through extensive consultation with Victorian Indigenous communities.</FONT></FONT></P>

<DIV align=justify><FONT face=Arial size=2>Concern about the impact of salinity within the Macalister Irrigation District and surrounding areas was expressed in the mid 1980s. There was general awareness throughout Australia that salinity was a significant problem. This district had already had a salinity problem in the Nambrok area in the 1960’s caused by the installation of an irrigation system as part of the soldier settlement scheme. Very little consideration was given to the impact this would have in the future. Within three years the watertable rose by up to 5 metres. </FONT></DIV>

<DIV align=justify><FONT face=Arial size=2></FONT>&nbsp;</DIV>
<DT>
<DIV align=justify><FONT face=Arial size=2>By 1989, 19 salinity groups had been formed in Victoria. At the same time salt affected land was beginning to be seen throughout the MID and surrounding areas. The eastern end of Clydebank was severely affected and many thought it was because of the opening of the Lakes (at Lakes Entrance) to the sea. However, when piezometers were put in on the shore of Lake Wellington and the water level rose 1 metre above lake level, it became apparent that the high water table was catchment, and mostly irrigation driven.</FONT></DIV>
<DT>
<DIV align=justify><FONT face=Arial size=2></FONT>&nbsp;</DIV>
<DT>
<DIV align=justify><FONT face=Arial size=2>A publicly-funded groundwater pump was installed on the <st1:Street><st1:address>Bengworden Road</st1:address></st1:Street> at Clydebank and the groundwater discharged into the Lake Wellington main drain.&nbsp;Some objected to the ground water pump and a Landcare salinity awareness group was formed.</FONT></DIV>

<DIV align=justify><FONT face=Arial size=2></FONT>&nbsp;</DIV>
<DT>
<DIV align=justify><FONT face=Arial size=2>The Lake Wellington Community Working Group was formed in the late 1980s and spent the next 5 years developing the plan. In responding to the Draft Lake Wellington Catchment Salinity Management Plan, the Government endorsed the following priorities;</FONT></DIV>

<DIV align=justify><I><FONT face=Arial size=2>Priority 1 Develop sub-regional salt disposal and drainage plans and submit to the Government for endorsement. </FONT></I></DIV>
<DT>
<DIV align=justify><I><FONT face=Arial size=2>Priority 2 Install public groundwater pumps in ‘category one’ areas where the benefits exceed the costs.</FONT></I></DIV>
<DT>
<DIV align=justify><I><FONT face=Arial size=2>Priority 3 Increase the use of existing private groundwater pumps in ‘categories two and three’.</FONT></I></DIV>
<DT>
<DIV align=justify><FONT face=Arial><FONT size=2><I>Priority 4 Increase the number of private pumps in the category two areas of the Maffra and </I><I>Rosedale</I><I> Sub-Regions.</I></FONT></FONT></DIV>
<DT>
<DIV align=justify><I><FONT face=Arial size=2>Priority 5 Living with salinity options in those areas which cannot benefit from the groundwater pumping program.</FONT></I></DIV>
<DT>
<DIV align=justify><I><FONT face=Arial size=2>Priority 6 Improving irrigation water management to reduce groundwater recharge and to reduce irrigation run-off (and therefore nutrient discharge) into surface drains.</FONT></I></DIV>

<DIV align=justify><I><FONT face=Arial size=2>Priority 7 Pasture and tree establishment for recharge control.</FONT></I></DIV>
